Conversion of Times for State Meet
Most regional meets are run on tracks with FAT or Fully Automated Timing. Times listed with an "H" beside them indicate times that were run in a region with a Hand Time which was then converted in accordance with the National Federation Track Rules to a FAT time.
This NF conversion process is done by adding .24 to all times in hand timed races.

How Do My Athletes Qualify For The State Meet?
First and Second Place finisher in each event, per region, (Total of 14 athletes) Next 10 best performances in each event, per class. Any additional automatic qualifiers in each event.
Therefore, you might have a situation where the slowest performances were second place finishers in their respective events but that gives them an automatic qualifying position.
